    1. The government must make laws that are fair
    2. The government cannot punish you for a crime
    3. The government must treat you fairly if you are accused of a crime
    4. The government must treat all criminals the same
  2. Cruel and unusual punishment means
    1. A punishment must be the same for al serious crimes
    2. A punishment cannot be too cruel or too unusual
    3. A punishment must fit the crime
    4. A punishment needs to be cruel or unusual if the crime unusual.
